The instructions that came with my RAMI-AV-17 antenna are not exactly clear on this issue. It appears that the antenna finds a ground plane by using the star washers on the exterior surface (under the screw heads).

Does that mean that the existing primer and paint can be left on the inside of the belly skin? Can the inside antenna doubler plate be painted? Or, does the antenna require that the doubler plate have a good ground to the inside skin of the airplane as well?

The reason I ask is that part of the doubler plate shows in my installation and I'd like to paint it to match my interior if possible. Thanks.

Yep...the rami finds it's ground plane through those screws, and you will have to bare the sheet under the screws to insure good bonding. I used dielectric silicone under the screw heads, but that may effect painting in some way, so be careful here. It is very important to have proper grounding here.
