We have a new YO-360-A1A that was built as constant speed capable although we will run as a fixed pitch prop. We will remove that back plug and install a new fwd crank plug, and remove the line to the back of the engine. On the governor drive pad is a blanking cover plate that has four studs sticking out with about 15 washers on each stud with a nut. The washers act as spacers. Is this a safe way to operate or should I cut down the existing studs to a more managable length. Help.

This is perfectly acceptable. If you shorten the studs, you will have to replace them if you ever decide to convert to C/S.
