Can the seal in the V407P-4 fuel selector valve be replaced if leaking slowly after turning valve to OFF for the first time in years or does entire valve have to be replaced?

Yes.

They are easy enough to take apart and lubricate with some Fuel lube.

For what it is worth, I have heard experienced mechanics explain that fuel lube is misleading in its name. They say it is a thread sealant and not designed to lube. I have used it in the past, and seems to work for a while. Then things bind up again. Maybe the IA is correct and I am using the wrong stuff.
