Anyone claim their aircraft as an unlicensed off-road vehicle in WI to get a refund for taxes on pump gas for their aircraft?

The form and FAQ are vague on it's definition of off-road, and doesn't explicitly aircraft.

Nevermind...looked up the actual statute. Aircraft do not receive a refund on pump gas tax in WI.
