Disconnect the + wire from the fuel pump. If the fuse still blows, there is a wiring problem. If the fuse does not blow with the wire disconnected, then replace the fuel pump.
Is there anything else on the same circuit? On the original D-180 system, the avionics cooling fans are on the same fuse as the fuel pump.

I seem to recall a change to upsize the fuse in this circuit a while back. Have you gone to the higher value fuse?
 
I experienced the samething Bill did with the 2a fuse in the starter. It failed the first time I tried to start the engine. I recalled Bill's story, replaced it with a 3amp and she started right up. No problems with the fuel pump circuit however.:confused:
