Yes, dry, but you don't have to clean-it-with-acetone dry. I got goosey about the 3003 and deformation and torques and did quite a bit of testing. The 3003 will deform slightly with nominal torque, but the high limit as the rule would be too much. All this is posted with pictures if you look.
