I've got a slow-build wing and when I get to the fuel tank, I'll need to cut the hole for the fuel cap flange along with drilling and ProSealing the flange.

That being said, I want a nice, metal, flush-mount fuel cap eventually. Is the Newton Aero 300 the ideal fuel cap considering I'm starting from a blank slate? And if so, is the T-00007b the flange I need to install? Or are there better options?

"Ideal" is in the eye of the beholder. Most custom caps are going to have their own flange that is needed for the cap to seal properly. Some sit on top of the skin, others are below the skin like Van's original design. Get what pairs with the cap you want.
