Call the FAA Aircraft Registration Branch in OKC and speak with an examiner.

I did so recently and they were very responsive and helpful.

I also emailed them through this link with a follow-up question and they were equally responsive.

The executor of the estate signs as the executor and provides evidence that they are the legitimate executor. That typically comes from the Registrar of Wills, for the estate, depending on the state.

I just researched this for the sale of a deceased friends airplane. The instructions for the 8050-2 addresses some of this.
