I have an iPad mini with ForeFlight. I want to change the map display to show track-up and have the map move with me as I fly. In the settings menu under "Auto Center Mode" I have selected Track Up, Forward. I have selected Manual under "Auto Center Deactivate." My map continues to display north up and I must move the map center with my finger as I travel. Is there some other setting I have missed?

Are you tapping the little location target icon on the map page in the upper right corner? That should center you in the mode you selected. Tap it a few times, turn on and off to see.
