I was told the 14 flight controls do not need balancing after painted. Is this true?

Any flight control that require an initial balance requires rebalance after paint.

The RV-10 elevators are not in perfect balance (if built per plans). The good folks at Van’s told me this was by design. The reason I called was to get the elevators to balance on the hinge would have required adding counterbalance weight even before paint. My take was there is a difference between balance for gravity around the hinge, and counterbalance for flutter.

You might want to call Van’s to see if the RV-14 elevators are similar.
