Rigging the ailerons and flaps in the wing rack today , with the ailerons in the "trail "position and the flap lined up with the aileron , the flap is not against the stop . If I move it up to the stop the trailing edge is aprox 1/4 inch above the aileron trailing edge . What stops the flaps in the up position , the actuator or the flap against the wing?

The flaps can be stopped by adjusting the linkage until it stops raising flaps up in the position you want them. The actuator stops raising when it reaches its full retract.
