How tight should the rod end bearing for the flap be threaded into the platenut in the inboard rib? (RV7-A) And, how does one tell how tight it is (can't fit a torque wrench onto it)?

Find a bolt and nut of the same diameter and torque to specs. Remember just how tight it feels and do approximately the same, by feel. :D Go back to the Forums and click on "RV Catch phrases".

Not an issue.

Once you have finished the machine and are flying, if you are a good boy and do a thorough Pre-flight, you can drop the flaps and check the bearing is secure.
It definitely will not unscrew in one flight.
So it is not an issue.

It's the things you cannot easily access on a pre-flight that are more concerning.
