After turning on the master for the first time, step two of the PAP says to check for cooling fan operation. Neither fan was turning. Is there something I'm missing?

Are you referring to a ULS engine with a Dynon Skyview installation? If so, as i recall the two fans located on the avionics platform are on the same fuse circuit as the electric fuel pump. Does your electric fuel pump operate when the Master is ON? If not, then verify that the fuel pump fuse is functional.

Also there are also two small fans on the back of the Skyview display that operate whenever the Skyview unit is ON and calls for cooling (they are equipped with thermostats).

On page 42MiS/U-13 of the KIA, double check the heat shrink connection?

Yes, it's a Dynon HDX. I'll bet that's it. When I turned the master on (step one in the PAP) the fuel pump sounded like a jack hammer back there so I quickly pulled the fuse. I'll check today. Thanks.
