If this is in the plans I've missed it...

The F-976 bottom skins have an overlap that mates up with the bottom wing skin. Most of that area gets drilled for nut plates.

On the back edge of that mating area there is a little (3-4 inch?) flap that hangs down below the flap.

It seems like that flap of skin is going to hang down below the plane and cause issues. Am I supposed to do something with this, or does it just sort of sit there?

It is a small flap of wing skin that needs to be able to deflect slightly when teh wing flaps extend and retract.
It will be obvious once you have everything mounted on the fuselage, and you can move a flap up and down.
