Page 23-04, the bulkhead channel has two rivet hole on top under the longeron. I don't see anywhere that the two hole are mached drilled into the longeron. Do the holes get drilled and riveted into the longeron?

If you look ahead to section29, you will drill those holes when you fit the panel base. I don't know why they don't have us do all the match drilling into the longeron at the one time, but that is how we are told to do it.
