Folks,

I have an IO-360-M1B with a Whirlwind 200RV prop and Jihostroj governor.

When flying in a level cruise with the prop up against the forward stop, engine not working real hard, the engine surges a bit. It goes away when I pull the prop back even a little bit, but it's kind of unnerving.

I have no other experience with constant speed props, so this might be normal for all I know.

The governor is working fine as the rpm goes right to around 2700 and stays there.

Thoughts?

Make sure the cable isn't tugging the arm a little. If not, try backing out the stop screw a quarter turn.

Perhaps your fine pitch stops and the gov rpm are very close?
