If the holes will be in the way of the edge forming tool, definitely break the edge before dimpling.

DON'T DIMPLE....until after break..

How do I know?

The only sequence that works:
Deburr edges and holes
Scuff (if priming)
Break edges
Dimple
Prime (optional)
