Depending on the thickness of the part, a hole saw might work pretty well. You know, one of those things that looks like a cylinder with teeth at the end.
They are applicable to the ground adjustable rudder pedals. I don't know about the other style pedals.
They fit on either end of the shaft that the pedals hinge on. It's a strange use of the term as there is no lateral force.
BTW the spade bit worked out great. Quick, easy and I didn't have to buy anything.
