Put on new governor but during first and second short run ups prop does nothing. Don't want to try a third time until someone of greater mind explains everything.

Cycle it several times and you'll be fine. No need to bleed it in any traditional sense.

If it's an MT 860, it'll pretty much bleed itself.

MT 860-4 problem

I assume you meant 860. Well I took it off then put it on the bench and hooked up drill to the the gear and spun it clockwise slowly while feeding it oil. Gov Didn't want to do anything except spit up out of the wrong ports (yes ports). Turned in reverse and but comes out oil inlet port. MT P860-4 for rear mount io360. Facing the pad the adapter gear turns clockwise. By the way this has manufacturing date of March 2010.
