There is a way to quantify how tight the wheel bearings should be. The Caravan manual has you hang a weight on a string hung over the front tire and adjust the axle nut until it the wheel just starts turning. Other ways have you go to a minimum torque and tighten to the next safety.
Now how 99% of the mechanics actually do it. Spin the wheel with the bearings loose and tighten the nut until you think all the slop is taken up. Beat the tire a few times from the side while placing your finger on the axle and wheel to feel for any looseness and to make sure that everything is seated. Tighten to the next safety, and cotter pin.
 
A slight drag is when my X walks into the room, a significant drag is when she starts talking, no drag is when I get up and leave.
