With my whip Comant antenna came a padding. Shaped exactly like antenna base with nice cutout for connector and label. Looks like it supposed to prevent contacting dissimilar metals - steel antenna housing and alunimun skin of the airplane. Does anybody install it? Sticky side probably goes toward antenna.
There are four recessed screws for mounting it should be enough to make proper antenna grounding. Any thoughts on using the padding? What do you avionics pros and A&Ps say?

It appears that the antenna picks up the ground from the four mounting screws. The gasket is used if you can't strip the paint under the mounting plate.
Clean and alodine the skin and mount the base with an interior doubler plate. Finish with a bead of proseal or you could use clear RTV after you've painted.
