The bolts that hold my oil sump on the engine are similar to AN4, but they appear to have a coarser thread. I had to remove one to attach my ground strap. Anybody know what torque value I should use for this type of bolt?

...it is a standard 96 in-lbs for a 1/4 - 20 bolt.

Note that engine torque numbers specify clean 50 weight oil on the threads and surface under the nut and bolt.
