Try not to use Rivetnuts unless you have too. I have seen too many of them spin with the fastener when trying to remove the fastener.

Nutplates can be used. You do not just want to put them in the thin sheet metal floor. Try to locate them where there is another part behind so as to spread the load over a larger area. It is OK to use 3/32" pop rivets to install the nutplates if your airplane is already finished and flying. If you are incorporating while building, then use the much less expensive AN rivets from Van.
 
Baggage Tie Down

Got 'em. Love 'em. Didn't buy mine from Vans, though.

If you are still under construction, put a small doubler plate under the baggage floor so that you have something more substantial than the thin floor material. Use a nut plate.

If you are finished, put a larger doubler on top and blind rivet it in place and then the Rivnut.

I have lightweight carpet on my floor so it all got covered up anyway. The tiedown bracket is screwed through the carpet into the floor. I've got one bracket in each corner of the baggage area.
