I am building a 14A and installed one long bolt for the brake pedal pivot. The pedal moves freely and the master cylinder rod returns to the end of its stroke. Are the additional external springs necessary? Does the addition of fluid significantly effect the operation?

The master cyl has an internal spring that has demonstrated satisfactory performance of return pedal strength in the various RV models. Unless your plans call from some other spring mechanism, you will be just fine with this setup. The addition of fluid will not affect the return performance, only the stroke travel. Typically, when installed, the top of the pedal will move ~1/4" - 1" of travel depending on installation.
