There is no difference in torque for tension vs. shear. The shear torque you see in the tables is for "shear nuts". These nuts are thinner and therefore will not tolerate the same torque as full nuts. Even though the spar bolts are indeed in shear, they should be torqued to the full torque value.

I also found this is previous posting regarding the torque values for NAS close tolerance bolts... Which helps me.

NAS1307-50 Close tolerance bolts are 7/16" in diameter. With AN365 nut they get torqued to 520-630 in-lbs.

NAS1304-50 close tolerance bolts are 1/4" in diameter. With AN365 nut they get torqued to 80-100 in-lbs.
