I have tried various 5/16 bolts; grade 8, fine thread and can't get anything to thread into my 0-320 engine case to hold the tension arm on. Is this a special bolt?

Of course it's a coarse thread.... it's Lycoming!

Coarse thread bolts are almost always used when screwing into a casting.
 
When I was looking for this same bolt, it seemed the proper one to use was MS20074-05-06. It has a hole in the cap for safety wire. PlanePower includes them in their kits if you buy from them (which I didn't), and Skytec specifies their use for the stabilizing bracket between the starter and alternator.

Problem is these dang bolts are so hard to find, and once I did find them I nearly choked when I saw the price. Some folks wanted upwards of $10 apiece. After an extensive search I ended up finding them for a reasonable price (drop shipped from Cessna) but had to buy 10, which is way more than I'll ever need. PM me if you need some.

My Lycoming parts manual uses the number STD-1817, and Cessna says it has a superceded number of LW31H0.75

Using the new number, www.aeroinstock.com has it for $3.54

Yep, that's about right. Since mine came direct from Cessna, they were about $2.50 apiece. But, only sold in 10-packs.
