There's no way this bolt is going into that bushing. Can I drill it out? What size bit???

Reamer

Assuming that is the aileron bellcrank for the RV-9A; my instructions (attaching ailerons to wing) indicated that the inside of the bushing needs to be reamed. 1/4" reamer I believe. Read through it again.
 
.250"

A .250" reamer should give you a good fit.....would be nice if it had a pilot the size of the current bore.

I can be wrong but I think your bellcrank might be installed upside down. Maybe the RV9 is different to the RV7.

Looks to me like the picture was taken through the inspection plate on the bottom of the wing so it is not upside down. You can see the cover plate screw holes & platenuts on the edge and the top skin riveted on.

I know what you say, but I still think the wide triangular part with the big hole in it must be at the top, not at the bottom. Please correct me if I am wrong because then mine is upside down ( just installed today)

7 vs 9

I believe I read somewhere that the 7 and 9 bellcranks are mounted differently.
Here's the drawing for the 9.
