Is there a reason to wait to attach the aileron and flap brackets until after the top skin is on? Seems like it would be a little easier to rivet them on with no skin in the way. I'm assuming of course that the wing is twist free and perfectly straight on my wing rack.
 
I'm not sure about the -9, but on the -7 there is a top skin rivet immediately above each aileron bracket that can't be bucked if the brackets are installed first. Even with the top skin on there is plenty of room to get in to buck the bracket rivets.

I can't say if there is any reason to wait, but I can tell you it works fine riveting after the top skin is on. The quick build wings come with the top skins on and the first task is fabricating and attaching the aileron and flap brackets. This was more of less where I started building the kit in progress that I bought and I had no particular difficulties attaching the brackets.
