Working on my ELT tray install and hoping someone can tell me the overall length of this unit with battery (several years from flying and have not purchased the ELT yet)

I see in the installation instructions it lists length as 7.75" but then lists the battery separately at 5.75".

Is the overall 7.75 or 13.5"

If you look at the picture on page 16 of the manual it should become clear that the ELT portion is less than half the length of the battery.

And as a cross-check the IM says the straps are mounted on screws 5.5 inches apart.

7.75 is correct...

Based on the diagrams and install I assumed it was 7.75 but wanted to confirm as I am space limited

You'll need to leave some room on the head end for the wiring.
