I cant seem to find the answer to this in the archives, so I thought I would post my question.

If an A&P buys an experimental airplane (say off barnstormers, trade-a-plane, etc), can that A&P sing off the conditional inspection since he is an A&P?

For some reason I am thinking that an A&P can not sign off the conditional inspection on an airplane an A&P owns, but I don't know where I am getting that from......

I am unaware of any such restriction. If I were to become a DAR, I understand I cannot sign off my own build though.

A&P

What surprised me coming from a the 121 world is that a IA can sign off his own A&P work.
It makes no sense to me but that's the way it is in 91.

Strictly speaking an AI is signing off on an airplane, not someones work. The AI can provide a discrepancy list to the owner, who can then have any A&P perform the needed work.
As a builder holding a repairman certificate I can inspect my EAB aircraft. As the owner of the plane, I can repair it. Two different functions.
