Electric.

I don't think Van's offers manual flaps on anything but the -3, -4, -6, and -12.
 
Mel is correct, they are electric. (Same with the -7.)

Back when I was building I contacted Van's and asked about making them manual by using parts from the -6 and was told that due to the size and design (fowler flaps), the average person couldn't lower them.

I haven't found the electric flaps to be that big a deal. (My typical pattern is to put them all in abeam the touchdown point and trim for my final speed right there. Then fly the pattern at that speed with the throttle closed. Even with strong crosswinds, I land with full flaps. Your mileage may vary, blah, blah, blah...)
