I have searched the plans and I’m sure I missed the instructions, or did I ?

The junction where the Lingeron intersects 811, it appears it requires a bypass cut, either in the longeron or the stab attach bar.

I’m thinking the Stab bar integrity is more important here, and the bypass slot belongs in the longeron.

Correct?

Notch the longeron, NOT the HS bars. Here's the location in my plans that convey this information.

My written instructions for the RV-7 very clearly say on Page 8-6 and 8-7 to notch the longeron with a note in all caps
"NOTE: NOTCH THE LONGERONS, NOT THE F-711C BARS!"
