I want to make an exhaust pipe hanger from a piece of 3/8 4130 tube,
can I cold form it or do I have to heat it with a torch?

Want to flatten each end.

Prone to crack if flattened cold . Easy to heat cherry red with a propane torch, even dull red would work .

Grind and or file a nice radius on a couple pieces of angle iron. Use these in the vice to flatten the ends while hot. You don't want any tool marks or sharp edges while flattening. After flattening heat it up again and cool it down slowly by slowly backing the torch away. If you have access to welding equipment a .050 insert in the end adds a lot of strength. Flatten part way, add the insert, flatten the rest of the way and edge weld the end.
