Not common, at least not on the RV-10. But since the holes have already been dimpled I'd just press with using a countersunk blind rivet (I'm guessing CS4-4) vs. a non-CSK'd blind rivet (AD-41-ABS). Regardless of rivet choice you'll want to put a slight bend on the "top" skin to help it lay flat. Don't get too caught up in the cosmetics of the overlap as once the rudder is mounted no one will ever see it as the seam will be obscured by the aft edge of the VS even at full deflection.
