N Number Status??

while searching for N numbers I came across one I like. But.. The Faa says "This aircraft's registration status may not be suitable for operation."

Does this mean that someone let this number expire and it is pending recirculation?

I want a short number but the FAA has all of them on hold for themselves.. Greedy FAA..
