local ground on adel clamp bolt?

For a local ground on the wingtip for nav/ldg lights I was thinking of using an adel clamp to secure the wires to the outboard rib before the service loop. I was thinking of using a longer bolt for the adel clamp and securing the clamp with a regular nut and using the longer bolt as my local ground point as well using the washers/nut combos shown in the 43.13 for a standard bolt through local ground. Is this acceptable?

I just added an extra platenut on the last rib and used that.
