Default Local Grounds

Okay I'm reading the heck out of AC 43.131b Section 15 Gounding & bonding... I'm a little confused here. Is there any guidance on what can be locally grounded and what should have full gounds running back to the fire wall. Also, It states to avoid "common" grounds. But isn't the whole air frame a common ground? Sorry if these are dumb questions but I'm trying to get it all straight in my head & edumicate myself.
