Default Painting Over Powder Coat?

OK, so I want most of my powder coated weldments to be a different color. Do I need to take them to a powder coating place and have them sandblasted and recoated or can I rough up the powder coat and paint them myself?

Yes. Either works. I personally prefer the former but you can paint powder coat. The normal rules apply - rough it up and then clean it thoroughly before painting.

When I applied the rudder pedal SB to my -6, I sandblasted them and repainted. No issues, other than my sprayed-on finish isn't anywhere near as tough as the powder coat would be.

I ended up taking mine into a powdercoating service and they stripped and re-coated with a new color. Turned out really nice and just as durable as the original finish.
