Default Antenna doublers...

I've decided to go ahead and do the canard wing ILS/VOR antennas and going to mount them on each side below the horizontal stabilizer. Difficult to get to now for riveting a doubler in.... would it be acceptable to pro-seal the doubler in place and mount nut plates to the doubler for attaching the antenna?? Looked in an older 43-13-2 and didn't come up with anything....
