Do newly certified, single-seat homebuilt airplanes require the "passenger warning placard"? How about the 2" "EXPERIMENTAL" placard near the cockpit?

Single seat home-builts do NOT require the "passenger warning" placard.
They DO require the 2" Experimental placard.
However, if the design is over 30 years old such as in the RV-3 and RV-4, the Experimental placard may be omitted if you use an "X" within the "N" number as in, NX123TX. See FAR part 45.22(b).
In this instance, the "X" does not show up in any paperwork or anywhere but on the aircraft itself.

FYI, single seat aircraft are also NOT required to have an ELT.
