Default Windscreen Support RV-8

Goodmorning all,
Drilled out the windscreen support (canopy rail receptacle) last night. The directions mention that the forward portion may need some shimming. The support is about 1/16th of an inch raised above the rail cap at the most extreme forward portion. A spring cleco will not hold it down, however the bolt used to fasten will easily pull it down, although I am sure there is some questionable force there on the weldment (vertical, but no shear tension)......Question is: Are there any guidelines when shims should be used vs. an allowable force holding parts together? Thanks.
