It looks like these guys say it's the FS 37875 one (FS 17875 is the same in gloss), and reference a MIL-spec. They also give a lot of names associated with various colors -

Insignia White, ANA 511 (Insignia white 17875 matches color of MIL-E-1115, formula 30)
That color is also the modern NATO white - from the Fed Std 595 document
International Standardization Agreement: Several colors listed in this standard are
the subject of international standardization agreement, MAS Army 440, 7 December
1987, NATO STANAG 2321, Edition 4. When there is a change, revision, or
cancellation of this standard which will affect or violate the international agreement
concerned, the preparing activity will take appropriate reconciliatory action through
