Default Woodward Gov Bracket

I just rec'd my FWF kit. The governor bracket does not fit my woodward gov...has anyone else run into this? Do I have to make my own bracket. The top of the governor does not have the six screws that I have seen other governors have. Also, on a side not the arm on the governor does not move back and forth freely as I would expect it, it is rather stiff...any idea as to why this may be? Perhaps I need to o'h it prior to flight?
