Default Quick baffle question

I am plugging away on the baffling installation on my RV-7. My question is what is the purpose of the screw/timmerman washer that fills up the ellipitcal hole on the left and right rear side pieces. See this photo:

I think the hole in the baffle is for inserting a socket extension to aide removing the spark plug. The washer & screw are used to plug the hole in normal ops so cooling air doesn't escape.
