Default Governor Quadrant spring-back force?

Hi All,

I have a Hartzell governor installed on my IO-360-A1B, and I am in the process of finalizing my quadrant install/adjustment.
I have noticed that the spring loaded 'return-to-fine' force on the governor will pull the quadrant prop control to full fine even with a significant amount of friction set on the quadrant. Is this normal? Or, will oil pressure from the engine act against this spring load when the engine is running? (Thus reducing the amount of friction that I will need to set at the quadrant)
