Default Trouble mounting MT Prop Governor and Bracket

Hey - I'm getting ready to hang my engine and want to get the prop govenor mounted before I mount the engine.

I can get the governor on the engine, but when I mount the bracket, it sticks out nearly horizontially. Looking at others pics, it appears that the bracket is up at ~ a 45 degree angle. If I try and rotate it to the next screw, it hits the oil filter. (See Pic below)

Did I somehow mount the governor bracket wrong? Or is my oil filter in a non-traditional place that will require modifying / making a new bracket? Any Suggestions?

Thats how ours looks,we used the same gov and bracket.been working for 400 hrs so far.
