Question Zinc Oxide reaction

I'm a new builder of an RV-4. I zinc oxided the HS403 and 409 pieces and then rivetted together. After rivetting I wanted to go back and recoat the piece with zinc oxide to cover up primer chips from rivetting. However, the zinc oxide reacted with the old zinc oxide coat. I tried cleaning, scotch brite and reapplying only to have the same reaction. I'm not sure why this stuff is reacting! Also, I tried posting a picture for you to see the reaction, but i can't figure out how to upload my picture. It keeps giving me an error.
