Default Exhaust As Venturi?

Look at the cowlings of both these airplanes in front of the exhaust exits. Are these openings intended to pick up ram air and create low pressure in the lower cowling?

Is this the photo your are referring to ??



Looks to be for cooling the exhaust pipe area----maybe a muffler, turbo, or ?? in that area.

I am thinking turbo------only one exhaust pipe on the plane.

The CT had a turbo IO-540, so it might befor cooling the turbo or some such thing.
