Default Rudder construction question

I am ready for final assembly of the rudder skins and doing a dry run of the R-909 tip. What have you guys done with the trailing edge fit, should I trim the top of edge R-916 before riveting, or the fiberglass of R-909 that goes into this area afterwords?

I would think it best to leave all the fiberglass work until after you are finished with the rudder.
