Makes way too much sense, but it does violate the 'bolt installation protocol'. 
Mechanically there is no difference. If those nuts come loose, it's not going to make a bit of difference which way they are pointed.
Mine are pointed down, so I have to get the mirror out to check them (used torque seal).
Our EAA chapter just had a presentation from a guy who used to work for LockTite. After hearing his presentation, I'd recommend using the stuff on most bolts - in addition to torque seal for inspection purposes.
